France has formally proposed a joint emergency release of 100 million barrels of fuel across International Energy Agency members, according to wire alerts from Deltaone and FirstSquawk. The proposal calls for coordinating a drawdown of 50 million barrels of crude alongside 50 million barrels of diesel to cushion immediate supply strains.
The push follows a morning of mounting geopolitical friction across refined product networks. Ukrainian President Volodymyr Zelenskiy announced overnight strikes targeting Russian refineries, according to reporting by FirstSquawk. At the same time, broader energy benchmarks have absorbed violent swings, with front-month WTI crude futures trading down 3.73% at $89.41 and Brent futures sliding 2.86% to $99.38 on our tape as traders weigh physical shipping hazards against emergency intervention proposals.
The prospect of coordinated reserve releases lands on an equity complex that remains divided across key structural boundaries. On my book, SPY sits at 767.93, holding in positive gamma territory above its 765.74 flip with an expected move of plus or minus 1.47%. In that pocket, dealers act as market shock absorbers, cushioning moves between the 765 put wall and the 770 call wall.
Tech and small caps, however, are navigating much thinner ice. QQQ spot trades at 748.16, pinned just beneath its 748.43 flip line in short gamma with a heavy 730 put wall below. IWM shows an even wider fracture, sitting at 280.79 well below its 283.53 flip with a 278 put wall. When energy headlines trigger sudden macro repricing, short gamma regimes force dealers to amplify intraday momentum rather than absorb it. Whether this release stabilizes the tape is up to the physical flows, but the equity dealer map shows two entirely different engines under the surface.
